Platte River Power Authority is a Colorado political subdivision established to provide wholesale electric generation and transmission to the municipal utilities of its owner communities – Estes Park, Fort Collins, Longmont, and Loveland. Platte River has deployed fiber rings in the municipalities that it serves as well as a long-haul fiber ring that connects Fort Collins, Loveland and Longmont. Platte River has deployed a transport network to provide for electric operations communication. At some point in the future, Platte River may leverage a new data network to provide for non-electric operations circuits. The identification of a technology for a data network is the driving force behind this Request for Information ("RFI").
The Platte River fiber infrastructure consists of fiber installed in ring configurations in each of the municipalities that we serve. Platte River has long-haul fiber paths that connect the four cities. Platte River has 35 locations. Each of the locations have stable DC power and 19” racks. Eight locations have climate-controlled data centers while 27 are primarily comfort heating and cooling only. Utilizing Platte River’s existing fiber infrastructure to design and deploy a carrier-class data network is central to meeting requirements to provide circuits, services and bandwidth. Detailed designs will be provided after a Mutual Non-Disclosure Agreement (“MNDA”) is executed. Platte River is soliciting information regarding network solutions that meet some or all of the guidelines outlined in the attached RFI document.
